General Description

Performance Monitoring and Accountability 2020 (PMA2020) is a project funded by the Bill and Melinda Gates Foundation that is designed to facilitate annual progress reporting in support of the goals and principles of FP2020. The project supports low-cost, rapid-turnaround household and facility surveys to routinely update national indicators on family planning and water and sanitation in 11 countries in Asia and Africa.

Countries include: Ghana, Ethiopia, Uganda, Kenya, DR Congo, Burkina Faso, Nigeria, India (Rajasthan), Indonesia, Niger, and Cote d’Ivoire.

The project is implemented by in-country university and research organizations, deploying a cadre of female resident enumerators trained in mobile-assisted data collection. PMA2020 establishes a data collection platform that transforms the way health survey data is collected -- a platform that may be utilized for monitoring a range of health program areas in the future.

Position Description:

PMA2020 is seeking a Research Data Manager to assist with the oversite of data management and programming activities across all project countries and in Baltimore. The Research Data Manager will provide technical assistance and management over an international data management team. The Research Data Manger will be primarily responsible for the management of the data release process for all PMA countries, oversight of the expansion of the PMA data visualization platform, and as a lead for other data analysis efforts.The Research Data Manager will be expected to work with a high degree of independence and will report to PMA2020’s Associate Director of Research.

Specific tasks that the Research Data Manager will be responsible for include:

  • Training and supervising data management staff and research assistants.
  • Developing and managing data documentation and materials for publicly released data.
  • Leading analyses for reports, data briefs, and auxiliary publications for new topic modules.
  • Leading or assisting with the development of peer-reviewed journal manuscripts.
  • Defining and producing indicators for a data visualization platform.
  • Development and management of training materials for staff.
  • Coordination and training of country partner technical staff .


  • Bachelor's degree in related discipline.
  • Three years related experience.

Preferred Qualifications

  • Master’s in public health or related field.
  • Advanced Stata skills, primarily for data management.
  • Willing to travel internationally up to 30% of time.
  • Ability to self-manage tasks and timelines while working in a team environment.
  • Ability to manage multiple activities, deadlines, and priorities simultaneously.
  • Ability to execute assignments with a short turnaround time.
  • Experience in family planning, maternal health, or nutrition field.
  • Additional statistical software package experience.
  • Experience with ODK.
  • Proficiency with ArcGIS or related program.
  • Management of personnel or students.
  • Experience with conducting trainings or teaching experience.
  • Proficiency in French or other project country languages.
