General Summary/Purpose

The Bill & Melinda Gates Institute for Population and Reproductive Health (GI), Department of Population, Family & Reproductive Health at the Johns Hopkins Bloomberg School of Public Health is seeking a Senior Program Officer II for an exciting project called The Challenge Initiative (TCI), a multifaceted program focused on the rapid expansion of urban family planning programs worldwide but with focus on the largest cities in Asia and Africa. TCI represents a strategic shift away from the traditional model of aid because local governments must now contribute their own funds, which are then leveraged with seed monies from the Gates Foundation as well as other investors to provide incentives for the rapid scale up of urban family planning programs through a framework of accountability measures, demand driven participation of cities, and technical support via at least four regional accelerator hubs.

 

Specific Duties/Responsibilities

The Sr. Program Officer II (SPO II) will provide strategic, technical, and programmatic oversight for the development and implementation of multiple country-level reproductive health programs. Responsibilities include program development, finance, work plan development, presentation and tracking, reporting, monitoring and evaluation, business development, materials development, and knowledge management. The SPO II will work closely with the Deputy Project Director to ensure strong collaboration between TCI/Gates Institute and international partners, donors and NGOs located throughout Africa and Asia.
  • Applicants must have solid professional experience working with international programs and/or public health projects providing programmatic leadership. Specifically, the SPO II will be expected to:
  • Provide a high level of support to the FP/RH/AYRH technical teams, ensuring maximum integration of TCI’s scale-up model. Identify and source needed technical support beyond his/her technical competencies;
  • Work in close coordination with the Deputy Project Director, Monitoring and Evaluation Officer to ensure quality implementation of programs;
  • Operate with a high level of independent action in developing work plans, liaising with partners, donors, regarding implementation of programs, and monitoring and evaluation of global, regional, and country activities;
  • Provide program support to the TCI Global technical team leads and Hub counterparts; including monitoring direct and continuous activities and tracking within SharePoint;
  • Work collaboratively with finance staff to prepare and track the progress of project and activity budgets within the region;
  • Work in close coordination with the Communication and Marketing Officer to document stories and share successes;
  • Ensure timely, accurate and appropriate reporting of program activities and results to the donor;
  • Advocate within the team on other projects and development strategies and represent the project at technical conferences and events;
  • Help research potential collaboration and leverage opportunities in multiple countries. Provide support in preparing proposals and budgets; and
  • Interlock and align other Gates Institute projects.

Minimum Qualifications

  • Master’s degree in public health or related field
  • Six (6) years of experience managing complex and comprehensive strategies and programs with a focus on international health programs in family planning and/or international public health interventions; including experience directly managing field teams.
  • Additional relevant experience and/or training may substitute for some education.

Special Knowledge, Skills, and Abilities

  • In-depth experience managing donor relations (USAID, corporate and foundation, FP donors) and in-country counterpart relations (Ministry of Health officials) with an ability to liaise with HQ and partners
  • Demonstrated programming, management, and technical skills with demonstrated familiarity in scaling up programs and proposal writing
  • Technical specialty in or a deep understanding of demand creation, service delivery and advocacy
  • Demonstrated ability to supervise and lead a team; strong change management, results oriented and decision making skills
  • Excellent facilitation, writing, diplomatic and interpersonal skills with an ability to be a strong presence in work plan meetings, data workshops, donor and stakeholder meetings
  • A background in developing program log frames with an understanding of defining program activities (how they link to process outcome and indicators and how that will be measured)
  • Demonstrated experience in Adolescent and Youth Reproductive Health
  • Field oriented and comfortable with a team approach to programming

Physical Requirements for Job

Ability and willingness to travel for up to 20 percent of the year.

The position is funded for two years, with possibility of another two years.
