General Summary/Purpose

The Bill & Melinda Gates Institute for Population and Reproductive Health (GI), Department of Population, Family & Reproductive Health at the Johns Hopkins Bloomberg School of Public Health is seeking a Senior Program Officer II for an exciting project called The Challenge Initiative (TCI), a multifaceted program focused on the rapid expansion of urban family planning programs worldwide but with focus on the largest cities in Asia and Africa. TCI represents a strategic shift away from the traditional model of aid because local governments must now contribute their own funds, which are then leveraged with seed monies from the Gates Foundation as well as other investors to provide incentives for the rapid scale up of urban family planning programs through a framework of accountability measures, demand driven participation of cities, and technical support via at least four regional accelerator hubs.

Specific Duties/Responsibilities

The Senior Program Officer II provides strategic, technical, and programmatic leadership for the Africa and Asia Hubs in the area of Adolescent and Youth Sexual and Reproductive Health (AYSRH) as well as represents TCI’s AYSRH work externally.

Applicants must have solid professional experience working with international programs and/or public health projects in the area of AYSRH. Specifically, the Senior Program Officer II will be expected to

  • To support the implementation of TCI’s AYSRH strategic plan in Africa and Asia, to identify new and emerging needs and develop and maintain technical partnerships in the regions;​
  • Provide remote and in-country strategic, technical and programmatic support to build the capacity of TCI in-country teams (as well as program partners and government partners) to strategically and effectively deliver results on a diverse range of AYSRH programs, including access to modern contraception;​
  • Develop and roll-out tools, resources, and trainings to improve youth-focused program implementation, as identified and needed;
  • Provide programmatic reporting and technical representation for youth-focused programs and projects funded by donors;
  • Contribute to the identification, development and monitoring of strategic youth-related priorities and opportunities in consultation with the Program Performance Officer;
  • Identify and write technical and programmatic briefs, and contribute to publications, as needed.
  • Ensure technical and program knowledge is updated, generated, collected and disseminated for effective technical support, capacity building in the regions and national level and high level policy dialogue;​
  • Contribute to, and facilitate cross-country and cross-project learning; technical documentation of learning from projects.​
  • Contribute to the substantive TCI AYSRH Strategic Plan and coordinate the development of the regional AYSRH strategy and manage its implementation in the 4 Hub regions;
  • Contribute to the development and implementation of an integrated strategy for the delivery of technical assistance, policy and program support in the regions;
  • Provide technical and related program leadership and strategic support and guidance to the regions, in the area of expertise;
  • Identify and analyze trends, threats and risks in the thematic area of work that may affect the TCI’s work within the regions and ensure gaps are appropriately addressed at the regional, sub-regional and national levels;
  • Identify requirements for and contribute to the development of new or updated policies, positioning, frameworks, guidance, standards, instruments, and tools;​
  • Analyze technical and other substantive reports from the regions and recommend required follow-up actions;
  • Identify and provide analytical based advice, in the substantive area, and participate in policy dialogue.
  • Initiate, develop, strengthen and monitor substantive partnerships in the substantive and related program areas, including for South-South technical support to countries and for the implementation of the regional program;
  • Develop and manage partnerships and collaborations with other TCI partners, in the area of expertise;
  • Support the regional adaptation of training materials, manuals and tools in the substantive area, ensure their availability and promote their use for capacity development;
  • Organize regional and inter-country training activities in the substantive area and related program matters for capacity development;
  • Contribute evidence-based and knowledge sharing in the area of work, and regional experiences of working with TCI;
  • Provide inputs and efforts to mobilize additional resources in the regions;
  • Carry out any other duties as may be requested by the Deputy Project Director including serving as a focal person for selected number of country offices.
  • The position is funded for two years, with possibility of another two years.

Minimum Qualifications

  • Master’s degree (M.A., MHS, MPH) or equivalent.
  • Six years relevant professional experience in the substantive area, including experience at the international level. 

Preferred Qualifications

  • Demonstrated technical understanding of AYSRH in global health​
  • Experience in developing and implementing outreach, demand creation, and/or social and behavior change communication
  • Strong track record of technical leadership, and proven ability to produce demonstrable results​
  • Excellent facilitation, writing, diplomatic and interpersonal skills with an ability to be a strong presence in work plan meetings, data workshops, donor and stakeholder meetings​
  • A knowledge of relevant AYSRH donors and their strategies
  • Demonstrated experience in Adolescent and Youth Sexual and Reproductive Health
  • Field oriented and experience in programming; including evidence of innovative approaches
  • Ability to work in highly sensitive areas is essential

Specific physical requirements for the job: 

  • Ability and willingness to travel for up to 20 percent of the year

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
